Fast integration with explicit wind segments using RK45 MBA-155: Upstreamed from ballistics_rust

A velocity-keyed bc_segments_data ladder is flown when use_bc_segments is on (MBA-1602). With the flag on and no ladder (None or empty) and no Mach bc_segments, this RK45 path auto-estimates a ladder from diameter, mass and BC, unlike TrajectorySolver and fast_integrate, which fly the scalar BC.
